A BILL supplementing, amending, reducing and expiring items of the existing appropriations of the department of education, state department of education--state aid to schools, "former" Acct. No. 2950, "WVFIMS" Acct. No.: fund no. 0317, fiscal year 1994, organization no. 0402, and the department of military affairs and public safety, regional jail and correctional facility authority, "former" Acct. No. 6010, "WVFIMS" Acct. No.: fund no. 0536, fiscal year 1994, organization no. 0615, as appropriated by chapter one, acts of the Legislature, first extraordinary session, one thousand nine hundred ninety-three, known as the budget bill.
Be it enacted by the Legislature of West Virginia:
That items of the total appropriation of the state department of education--state aid to schools, "former" Acct. No. 2950, "WVFIMS" Acct. No.: fund no. 0317, fiscal year 1994, organization no. 0402, and of the regional jail and correctional facility authority, "former" Acct. No. 6010, "WVFIMS" Acct. No.: fund no. 0536, fiscal year 1994, organization no. 0615, chapter one, acts of the Legislature, first extraordinary session, one thousand nine hundred ninety-three, known as the budget bill, be supplemented, amended, reduced and expired to read as follows:

The purpose of this bill is to amend chapter one, acts of the Legislature, first extraordinary session, one thousand nine hundred ninety-three, by reducing or expiring the items of appropriation in the aforesaid accounts in the fiscal year of 1993-1994 because the expenditure of funds from a general revenue appropriation for debt service on revenue bonds has been declared unconstitutional by the West Virginia supreme court of appeals.
